Payroll Administrator- ArtsQuest - posted 3/24/16

Reports to: Manager of Accounting and Reporting

Direct Reports:   None

Position Overview:

As a member of the Finance Team, the Payroll Administrator is responsible for performing all activities necessary to process 2 or more bi-weekly payrolls, including but not limited to maintaining the related records for 50+ salaried and 100+ part-time and seasonal employees in both the timekeeping system, eTime Xpress, and the payroll processing software, JetPay, as well as administering the timekeeping system, and performing other accounting and reporting duties as assigned.

Job Responsibilities:

Payroll System functions:

  • ·        Ensure bi-weekly time & attendance data meets coding & approval requirements and are in compliance with internal and external policies prior to entry into payroll system for processing.
  • ·        Process approved employee reimbursements.
  • ·        Reconcile and validate payroll transactions prior to submission.
  • ·        Maintain and update related employee records in payroll system including voluntary deductions for medical benefits, 403(b) withholdings, and other payroll deductions.
  • ·        Tracks and calculates PTO for all employees and provides updated reporting as needed.
  • ·        Ensure compliance to all federal, state, and IRS regulations.
  • ·        Prepare manual checks as needed.
  • ·        Ensure communications and resolution of all employee pay related questions in a timely and accurate manner.
  • ·        Prepare accounting journal entries with appropriate support for any payrolls processed.
  • ·        Prepare and distribute bi-weekly and monthly management reports.
  • ·        Reconcile month/quarter/annual payroll data with general ledger.
  • ·        Assist and support the Finance Department in annual financial and worker’s compensation audits and special projects as requested.
  • ·        Document and update procedures as needed.

Timekeeping System functions:

  • ·        Serve as the primary administrator for the timekeeping system, eTime Xpress;  Be or become proficient in the configuration and maintenance of the system. 
  • ·        Maintain and update all timekeeping system codes, tables, rules, accruals, definitions, and all user access.
  • ·        Create new employee access in the timekeeping system; ensure timely and appropriate communication and training of the new employees.
  • ·        Manage User license utilization and inactivate terminated employees.
  • ·        Ensure employee and management access complies with internal and external policies.
  • ·        Define and implement the configuration of team definitions and security access and then use of schedule alerts and PTO routing.
  • ·        Audit all system updates and communicate with appropriate staff.
  • ·        Document Administrator configuration procedures, Supervisor and employee instructions;  Update and communicate procedures or instructions as needed.

Knowledge, Skills and Abilities Required:

  • ·        High School Diploma or equivalent required; Associate’s or Bachelor’s degree in relevant field or equivalent experience desirable, but not required.
  • ·        3 - 5 years in a full service payroll role
  • ·        Professional certification – Certified Payroll Professional (CPP) preferred.
  • ·        Familiar with ACA Compliance and regulatory reporting requirements a plus.
  • ·        Experience with payroll processing software required; Experience with JetPay preferred.
  • ·        Experience with automated time and attendance tracking software required; Experience with Celayix (eTime Xpress and WebXpress) a plus.
  • ·        Proficiency in Microsoft Office Suite; Word, Excel, and Outlook required. 
  • ·        Detail oriented.
  • ·        Demonstrated ability to maintain a high level of confidentiality
  • ·        Strong communicator; excellent written, oral and interpersonal skills
  • ·        Manage projects, make independent decisions, demonstrate independence and sound judgement in a wide variety of areas.
  • ·        Develop and make recommendations for initiating processes, best practices and improvements, policies and procedures where they currently do no exist.
  • ·        Demonstrated ability to work in a team environment and experience in working in a non-profit environment are a plus.

Position Type/Expected Hours of Work
This is a full-time position. Normal business hours are Monday through Friday, 8:30 a.m. to 5 p.m., however the employee must be willing and able to work outside normal business hours in order to support our events and activities throughout the year as needed.

Allentown, PA- The primary responsibility of the Senior Payroll Specialist is to process the company’s payrolls accurately and timely utilizing applicable systems/applications and ensuring sufficient controls are in place and performed. This individual will work independently, or with minimal supervision, to perform a variety of payroll, human resources or systems related assignments requiring knowledge and experience in payroll and human resources theory and practices, policies, regulations and requirements and the systems that support them. He/She will effectively communicate payroll situations, from simple to complex, to all levels of staff and management, including senior management. The incumbent will be detail oriented with the ability to see the big picture and possess strong technical skills with the ability to solve system challenges. In this role, system and process ability is critical as the incumbent will engage in process reviews and make recommendations for improvement. He/She will have a high degree of respect for the confidentially and sensitivity of payroll and HR data and is a team player with a strong sense of ownership and commitment to excellence. The incumbent may direct assigned personnel and will provide support to the payroll manager/supervisor for special projects.

Job Duties/Responsibilities

* Ensure employee data is updated and maintained accurately and timely, including exception items such as retroactive adjustments, garnishments, deductions, etc.

* Ensure adequate controls are in place and effectively performed to ensure the accurate and timely execution of the company’s payroll and related processes and controls. 

* Leverage technology to process payroll from an in-house system (WorkDay) with the ability to setup, maintain, manage and report from the system.

* Research and analyze payroll and HR situations, from simple to complex, and ensure appropriate solutions are implemented accurately and timely with little to no supervision.

* Identify and/or participate in the identification of enhancements and process improvements in payroll and human resource products, processes and services through process improvements and control techniques.

* Provide operational departments with expertise on payroll and human resources processes and compliance matters and provide guidance and directions to employees. 

* Design, develop, test and implement new systems, processes, and solutions to support payroll and human resources processes and services, which includes User Acceptance Testing (UAT) in WorkDay, ADP and other systems as required.

* Coordinate, lead or assist with the setup of new companies resulting from spin-offs, acquisitions and/or divestitures.

* Lead/participate in payroll projects, including creating and monitoring project plans, project deliverables and communications with little or no supervision.


* Provide payroll tax guidance, research and coordination including biweekly, quarterly and annual payroll tax processing.

* Provide training to employees, including setup and management of training plans.

* Establish and maintain effective working relationships with customers such as business lines, functional teams and other groups or individuals within HR.

* Take on additional responsibilities and projects willingly, as needed.


 Basic Requirements

* 4-year degree in Accounting, Finance, Business or related field is required; or 7 years of relevant experience CPP Certification Experience with and working knowledge of payroll and human resources regulatory reporting rules and requirements is required.

* Strong controls focus and thorough understanding of controls concepts and techniques is essential.

* Strong and in-depth knowledge of payroll and human resources practices, policies, requirements, regulations, processes and techniques is necessary.

* Experience with payroll software (WorkDay, PeopleSoft, ADP, Ceridian, etc…) is essential.

Preferred Requirements

* Experience with the WorkDay system for payroll processing. 

* Knowledge of corporate structure, policies and procedures, business line operations, and general business practices.

* Excellent decision-making skills.

* Must have demonstrated knowledge of process improvement techniques and methodologies.

* Strong PC skills including Office, Email, report writing with multiple tools is a plust.

* Excellent communication skills – both verbal and written are necessary.

* Must have demonstrated excellent analytical, problem solving and organizational skills.

* Experience with payroll set up and design during mergers and acquisitions is preferred.
